    B is correct. Tested in my lab server. D states right click on Starter GPOs and then click paste. Paste is not an option. The link provided by Nika is for copying Starter GPOs to another Starter GPO, but D is about copying from a normal GPO to a Starter GPO, which can’t be done.

    B is’nt correct: The question states that GPO1 is a STARTER GPO and you need to create a new STARTER GPO based on the settings of GPO1.
    So, copy/paste is the right option.
    If GPO1 was not a starter GPO, then answer B is correct.
    Answer is D.

    The correct answer is D. The question states that you must create a new Starter GPO from GPO1, which is a Starter GPO itself.

    You can right click any Starter GPO, choose Copy, then right click on the Starter GPO folder and click Paste. You’ll receive a “Copy Successful” dialog box, and the copied Starter GPO will then appear as “Copy of [your Starter GPO]”.
