    The New-NpsRadiusClient cmdlet creates a Remote Authentication Dial-In User Service (RADIUS) client. A RADIUS client uses a RADIUS server to manage authentication, authorization, and accounting requests that the client sends. A RADIUS client can be an access server, such as a dial-up server or wireless access point, or a RADIUS proxy.

    ^That is from the description on the link. In this case the question is asking us to configure server1, to accept authentication requests from server 2. Going by that description above, we would use the new-npsradiusclient cmdlet on server1, so we can “manage authentication, authorization and accounting requests that the client sends”. The “client” in this case, being Server2.

    That’s my logic anyway.

    This exact question can be found in Administering Windows Server 2012 by William Panek. It is found at the end of chapter 5: Configure a Network Policy Server Infrastructure. The answers were the same except “New-NpsRadiusClient” was replaced with “NPS console”.

    So I believe the PowerShell equivalent to using the NPS console is correct in this case.
