I’m copyng here the Explanation from here aiotestking of another version of dump.

    Explanation:
DCPromo is gone, HOWEVER, it is still used for forceremoval functions and unattend installations using
unattended files. This allows administrators the chance to get used to using powershell commands instead of
    the unattended file.

    Install-WindowsFeature
Installs one or more Windows Server roles, role services, or features on either the local or a specified remote
server that is running Windows Server 2012.
This cmdlet is equivalent to and replaces Add-WindowsFeature, the cmdlet that was used to install roles, role
services, and features in Windows Server 2008 R2.
so the 2 first answers are the same and we only have one choice hereā€¦

I think the answer is OK.Yes dcpromo is deprecated but as stated it can still be used for unattended installations which is what the question is trying to achieve I believe.
    This article is for 2008:
    https://technet.microsoft.com/en-us/library/dd378860(v=ws.10).aspx

but is a subarticle of 2012 rodc staged install:
    https://technet.microsoft.com/en-us/library/cc770627(v=ws.10).aspx

ergo I think the answer provided is correct.Couldnt find a way of using a file with
    add/install-windowsfeature

  3. Simon E.S. says:

It is in fact dcpromo as explicitly confirmed by Microsoft here: https://docs.microsoft.com/en-us/windows-server/identity/ad-ds/deploy/rodc/install-a-windows-server-2012-active-directory-read-only-domain-controller–rodc—level-200-#rodc-without-staging-deployment

“You perform the staging operation of a read-only domain controller computer account by opening the Active Directory Administrative Center (Dsac.exe). Click the name of the domain in the navigation pane. Double-click Domain Controllers in the management list. Click Pre-create a Read-only domain controller account in the tasks pane.

If you have experience creating read-only domain controllers, you will discover that the installation wizard has the same graphical interface as seen when using the older Active Directory Users and Computers snap-in from Windows Server 2008 and uses the same code, which includes ___exporting the configuration in the unattend file format used by the obsolete dcpromo.___”

If it exports a file in dcpromo format then by golly you need to use dcpromo to import it!
