When you enable secure communications (SSL and TLS) on an Internet Information Services (IIS)

    The questions states that “…you obtain a Web Server certificate.”

    The answer itself states that…

    “If it is a Self-Signed certificate, it only can be used on the local server machine.
    If it is a public certificate, you’ll need to download the CA root certificate of the certificate and install the CA root certificate into the Trusted Root Certificate Authorities store.”

    If it was a self-signed certificate wouldn’t the question have stated that “you created a web server certificate rather than say you obtained a web server certificate?” The use of the word obtained seems to indicate a purchase.

    IMO the answer is correct.
    You always install a web server certificate in the personal COMPUTER store. If you purchased a certificate from a vendor that you didn’t already have a root CA certificate installed for you would also have to obtain and install the CA Root certificate (specifically the one in the chain of the web server certificate previously mentioned) and install it in the COMPUTER’S Trusted Root CA certificate store.
