I was wrong.
I made a lab here to test the question,
and cannot be E, because when you create a replica broker on a cluster, automatically so there no need to enabled it using Hyper-V Manager, you can even use it there once you are using a Replica Broker using Failover Manager.
The question is trick, the E would be correct if the second site was not a Cluster
