So the answer is wrong. You can back up the storage if it has bit locker installed.

The answer is correct.
Look at it this way. If you unlock the bitlockered drive to use Azure Backup…… at that point in time when the backup is happening it is not a bitlockered drive.
You cannot use Azure Backup on a drive that has an active bitlocker encryption on it. The question shows us that the drives have bitlocker on them. But that link PlagueHQ mentions specifically says “you cannot backup bitlockered drives, they must be unlocked before back can occur.”
By unlocking the drive to perform the backup, you are working around the issue.

But, then the question says Azure must be used whenever possible, so as it is possible to back it up by unlocking it I think the answer is wrong

Azure must be used whenever possible. I will go with unlocking the bitlock and using Azure backup
