    Recovery action is taken on the virtual machine in “Application Critical” state

    a. The virtual machine is first restarted on the same node

    Note: The restart of the virtual machine is forced but graceful

    b. On the second failure, the virtual machine restarted and failed over to another node in the cluster.

    Note: The decision on whether to failover or restart on the same node is configurable and determined by the failover properties for the virtual machine.

    i agree with Gary Trembath, but there are couple of things to keep in mind

    1- Options in the Recovery Tab are totally configurable as desired means you can even set what happens after first failure either to take no action or move VM to another node

    2- This brings us on the second part of the question which says ” You need to ensure that the first time a service named Service-1 fails on a virtual machine, the virtual machine
    is moved to a different node.”

    and this is what your link says

    How does VM Monitoring work?

    In the example below, on the first and second service failures, the service control manager will restart the service. On the third failure, the service control manager will take no action and defer recovery actions to the cluster service running in the host.

    So this VM will be moved to a different node after first failure if you choose what happens after first failure instead of third????

    Keep it simple.
    We need to FailOver the VM from Srv1 to Srv2 in case Service1 fails.
    So we want the ClusterManager to take action, and not the VM.
    So we set the action on first failure of the Service to None
