Eugene explains this correctly. Assume there’s a typo (which is likely), change SR13 to SR07. Remote management must first be configured on the server you wish to control. From the page linked above, “Before administrators can connect to a computer that is running Windows Server 2012 R2 or Windows Server 2012 remotely by using Server Manager, Server Manager remote management must be enabled on the destination computer if it has been disabled.”
While both accessing the Server Manager and running the %windir%\system32\Configure-SMRemoting.exe from n elevated command prompt are valid options, they must be performed on the server you want to control remotely. This is something you have to watch, the 70-410,11,12 tests are FILLED with tricky questions if you’re not careful.

Why use server manager on ABC-SR07 but ABC-SR01 so as to add ABC-SR07 as a server to be managed by ABC-SR01 in its Server manager’s server pool. You should access the server manager on ABC-SR01 to add the other server to be managed. (A)
And you have to enable remoting on the remote server (misnamed ABC-SR13 here). (C)
B and D describe using each part of the process on the wrong server. Enabling remoting on ABC-SR01 (D) makes no sense. And what would you do in the server manager on the remote machine?
