    Correct answer is C I think. When checking on given technet link we can read this: “A site consists of one or more subnets (unique network segments). For example, in a network with three subnets in Redmond and two in Paris, the administrator can create two sites: one in Redmond and one in Paris, and add the subnets to the local sites.” It directs strongly to two sites scenario. I dont see any reason to create more than one domain…

      Reconsidering:
      “Ensure that the users are authenticated by using a domain controller in their respective office.” Only separation on at last domain level can ensure that.
      “Minimize the amount of Active Directory replication traffic between the offices.” Well, traffic between sites can be minimized, but between two domains can be totally eradicated.
      Remember we need the BEST answer. Given answer is correct.

    B is correct. Creating two sites and two domains will result in only forest wide replication or cross domain authentication activity crossing the link.

    Creating two sites will allow you to control which DC clients authenticate to, but leaving both offices in the same domain will still result in AD replication blasting out updates every 15 minutes.
