10 sites is wrong for sure. What about the headquarter? So it’s either 11 or 111.
We have 11 domain controllers which means we need 11 sites to get the most out of AD replication and to fullfil the requirement “Ensure that users in the branch offices will be authenticated by a domain controller in the closest regional datacenter.”
To fullfill the last requirement (DFS referrals) we need a site for each branch.
