Just being in Print Operators means nothing, you need to add that group to printers and set its security settings (unless it’s a domain controller, where the group is added to printer automatically – question doesn’t say anything about servers being DC)

Settings configured by using GPOs can not be modified by administrators on the local computer , the GPO that is preventing the admin from removing the printer must be removed or disabled on the DC before it can be removed on the local computer
