The explaination says you cannot back up Azure machines with Azure backup. However the question never states that it is an Azure Virtual machine. I think the whole thing can be backed up by Azure.

The answer is correct, not sure what the explanation is talking about when they say Azure Virtual machines, but the System State has to be backed up with Windows Server Backup
