They must remain admins for the software. I’ve experienced this with the likes of sage which means A is not an option
It won’t be C because again they have to remain admins and have high privileges.
Not D because the questions deals with system settings
My choice is B group policy because they can remain admins (local) and be blocked from changing the system settings. Also less work and more manageable
