Confidentiality refers to protecting information from being accessed by unauthorized parties. In other words, only the people who are authorized to do so can gain access to sensitive data.
The question says nothing about keeping the data. That would be availability. 3 answers about removing the data. One doesn’t require the device to be powered on.
Would a virus scan fix malicious firmware?

I would assume a virus scan detected the problem in the first place. Neither formatting or reimaging will necessarily remove all the data.
