Even though you still need administrative priviliges to install the SmartTunnel add-on in IE, you can run afterwards as a regular user.

Agree with the Spoonman, cisco docs just tells that port forwarding is an outdated approach. It justs says that smart-tunnels has better performance than plugins (not the port forward).
And you have to install small piece of it after all upon connecting.
