    I would say A (true) is correct!
    The question is asking if read-after-write constistency for PUTS is supported in all regions except US standard
    and that’s the case, isn’t is?
    Because when you say “read-after-write consistency for PUTS is supported in ALL regions” this includes “all regions except US standard”

    I hope that this question is a paraphrase of the original because it is poorly worded. Read-after-write consistency for PUTS is supported in ALL regions.

    I can’t tell if this question is trying to exclude US regions or just poorly word that all other regions can also accomplish this.
