    Why B? Maybe C.

    From study guide:

    Access Layer
Oversubscription normally ranges between 2:1 and 24:1 rates, but it could be higher (like
48:1) in certain situations. In most cases, a 10:1 rate is enough

    Distribution Layer
In this layer, the oversubscription rate between the access-distribution links and the
distribution-core link cannot be too large. A rate of 2:1 (but not much more) is usually
    acceptable.
