Answer is correct but im not satisfied with the explanation.
By default Allow Filters is disable since this feature will only let all the clients on the filter list to receive IP address. Since Allow filter is enable it is preventing some clients on the network to receive ip address. So disabling this feature will let all the clients to receive ip address.
