The question is not about resizing, it says “compact” which is not resizing (expand or shrink).
I did it on my lab and on both IDE or SCSI controller, for both parent and child vhdx, it is only possible to compact or convert when the VM is not running.

Disk 2 is a differencing disk and is attached to Disk 1.
