      Do not miss the “increase” word in the question: “factors that INCREASE the level of
      vulnerability”.

      All the other factors decrease the vulnerability in a way or another, so the only remaining answer is D:

      – A: This seems obvious that an hardened building taking seismic factors into consideration will be more secure.
      – B: An attacker may not attack from a less protect near-by building (digging a hole in an adjacent wall for instance), so this makes the location more secure.
      – C: This most probably avoid ram-raid attempts.
      – D: The “proximity to high crime areas” does not improve security, on the contrary it increase vulnerability, hence this is your answer.
