I don’t get why C is wrong.
It is when the user does not accept some data to be classified that the data will end-up on Wikileaks or any other equivalent. User acceptance is the key in my understanding.

It’s clear by the official study that every security policy in order to be successful has to follow the top down approach. If C-Level management doesn’t accept it then it will fail, because at the end they are also end-users of this policy. If the CEO says that he/she doesn’t like it and the clerk says he/shed likes guess who is gonna win 😉
