    Before forwarding the packet to next hop, router makes L2 frame by putting next hops mac address as destination mac address. Router checks its ARP table to find mac address of destination in this case and if not found then it sends ARP request to next hops.

    Now my question is, why Option E is not correct?

    Because the questions states “router” (and not “router with build-in switch” that we know nowadays). So the router, and really only the router does not send ARP. that is done by the switch…
