I think the question is wrong. It should be “What will be the state of a down gateway”… Otherwise, yes, it would be D.

Seems like question is incorrect, yeah. In case if it sounds “what will be the state of an DOWN gateway upon using the command ClusterXL_admin up?”, the answer would be B – standby.
You can change default setting “Upon cluster member recovery” in “ClusterXL and VRRP” tab.
