My view is the underlying protocol for SSL or TLS is HTTP (not HTTPS).
SSL/TLS + HTTP = HTTPS.
One view I could think of is the word “by using” instead of “over”, this is HTTPS. Nevertheless, HTTPS is not technically correct.
