The question is vCenter HA, not in which vcenter version is HA available…
So if you read the question like I do, I would think the correct answers are C and D.
C because it is supported to deploy on NFS datastore and D because you have 2 nodes and one witness to deploy which on their turn require a minimum of 3 nodes
