I disagree. I believe it is D. In order for the Business Management tab to appear you must first deploy the vRealize Business appliance and connect it to vRA.

It’s not one of the steps required to ensure the Business Management tab appears. Therefore the only valid answer is D, because another appliance deployment is required.
