Unsure why we need 2008 R2 when 2008 will do according to the prerequisites listed on page reference.

The AD schema version and forest functional level must be Windows Server 2003 or later.
Azure AD Connect must be installed on Windows Server 2008 or later.

Wouldn’t it be the least administrative effort to install 2008 R2 because it functions straight away versus 2008 which you have to patch before it will work?

It’s a tricky question, keep in mind, if you have a Win 2008 (pre-R2), then you must also apply hotfix KB2386717, so the best way if you have to change your S.O is to install the 2008 R2 and that’s all (no hotfix requiered).
