The problem with this is the Operating System drive is on an IDE controller since it is a Gen 1 VM and a SCSI controller is required to resize. So, while Answer C allows the data drive to resize, only if it’s on a SCSI controller, you still can’t resize the OS drive. The question does not specify which drive needs to support online resizing, but at least C gets you part way there. I’m not sure it’s possible to convert a VM from Gen 1 to Gen 2 which is required to boot from a SCSI controller.

C is correct as only with .VHDX an “online Expansion” is possible.
.VHD can be resized as well, but only when the VM is not running, so only offline-resizing with .VHD.
ON Generation 2 neither IDE nor SCSI is relevant for resizing, as long as the diks has the VHDX-Format.

bkrank does have a point. If the exam question will state that you need to resize the OS disk i will go for A. If it’s just about the datadisk, then C.
