    answer is correct, explanation is incorrect.

    according to the picture DHCP server is authorized already and the scope is active (there are no red arrows facing down)

    Allow filter is enabled (no red arrow) which means only devices with MAC addresses specified in Allow filter will receive IP settings from the DHCP server. We need to disable Allow filter to allow all devices receive IP settings.
