        I believe that is correct. You need to create validators to check for, then you need to create a health policy based off of the validators, and then create a network policy to use the health policy.

    Taken from my Sybex book, “When an administrator configures a network policy for health evaluation, the administrator will select a specific health policy. Using this feature allows you to specify different network policies for different sets of health requirement based on a specific configuration of the SHV”

    So yes, the correct order would be:
    create an SHV
    create a health policy (which would be based on created SHV)
    create a network policy (to pick the health policy you created)
