It should be “Create a multi-factor authentication provider with the Per Enabled User usage model”, then “Enable MFA” and finally “Instruct users to use a mobile phone”.

I don’t agree. There are three different MFA products:
– MFA for Office 365
– MFA for Azure Admins
– Azure MFA
The first one is entirely managed from the Office 365 admin portal. There is no need to configure an MFA authentication provider like you need to perform when using Azure MFA.
The question states Office 365 clearly, so in this case I think the answer given is correct.

Agree the answer is correct, we are not using Azure MFA but Office MFA, different products.
