    Correct Answer is BIOS!

    This VM already has a Legacy Network Card. There is nothing to “configure” on this card to enable PXE Boot, it only has to exist.

    We can see this VM has an IDE Drive and by default IDE is above Legacy Network adapter in the Startup Order. Therefor, you go into BIOS settings and to move Legacy Network adapter above IDE in the startup order.

    In this case, there are two answers, the boot order has to be changed and the legacy network adaptor needs to be attached to a switch. There is no image file attached, so it will attempt to boot from cd first then fail because no cd is present. Then it will attempt to boot from the ide controller. there is a virtual disk attached to that, so it will boot, then err, no operating system found

    Yes, the boot order is STARTING with CD, but it will move on down the list (which also includes the HDD and Network boot) until it finds something that it can boot from. There is no disc in the drive, so it will move onto the next item, say HDD. No OS installed, so it moves on, finally, to Network. As it currently sits, the network boot will also fail as the Legacy Adapter is not connected to any network. And remember, you can only PXE boot from a Legacy Adapter. So you must connect the Legacy adapter to the correct network. Once that is done, it will PXE boot.
