3. Tun the Windows Azure Online Backup Agent Setup Wizard

And how exactly will you run the backup without having installed Windows Server Backup feature?
Azure is just a location. It does not initiate backups. That has to be done by the Server itself.
Right answer would be:
2- Install the Windows Server Backup feature.
1- Sign up for a Microsoft Online Services account.
4- Download the Windows Azure Online Backup Agent.
5- Run the Register Server Wizard.
Have tried and tested in lab as well.

Windows Server Backup is NOT installed by default. It is a Feature that must be added/checked either during the initial Installation or after.
