    DC4 as the RID master would need to be online in order to give the new DC a bunch of SIDs to hand out as required.

    Logic:

    DC1 – Domain Naming Master – Im not creating a New Domain, so Domain Naming Master is not required
    – Schema master handles attributes so probably not required initially to get a new DC up and running
    – Global Cat – not a FSMO role, not required to spin up new DC

    DC2 – PDC does all the writing to writable DC, TIme Sync
    – Global Cat – not a FSMO role, not required to spin up new DC

    DC3 – Infrastructure master handle trusts and changes between two domains
