    Open File Server Resource Manager. In Server Manager, click Tools, and then click File Server Resource Manager.
    Right-click File Server Resource Manager (Local), and then click Configure Options.
    Click the Access-Denied Assistance tab.

    This is the right answer, classification properties would be used if you wanted to assign it to a specific share/folder. The FSRM properties assigns it to the whole server.
