      Amr Eid is Correct. You need Exch 2010 and above to use the hybrid method (remote move). Since they have 2003 and are willing to do it in batches, a staged will work just fine.

    Which is less than 2000 but another scenario says we need to migrate in batches.

    Cutover – Migrate all @ one Time but no of users should less than 2000
    Staged – Migrate in batches but no users should be more than 2000

    I feel since the On-Premises hosted 2003 Exchange Server so we can go with Staged Migration “https://technet.microsoft.com/en-us/library/jj898486(v=exchg.150).aspx”.
