    The DIS election is done during the adjacency establishment phase and it is based on the priority field (0 to 127 – default is 64) conveyed within the IIH. The higher priority will win the DIS election. A value of 0 means that a router doesn’t want to participate to the DIS election. When 2 routers have the same priority, the router with the higher MAC address will win the DIS election. When elected, the DIS allocates a pseudonode-ID and starts to generate the LSP of the pseudonode. DIS pre-emption can be done at any time. The DIS is detected has dead when its adjacency timeout. To quickly detect that a DIS is dead, the holdtime of the DIS is divided per 3 (ex. If you configure an holdtime of 9 seconds – automatically the holdtime of the DIS will be 3 seconds).

    I would add this : the DIS is preemptive unlikely the OSPF DR which means the election can be done at any time. for the DR, election is done only is DR fails or if there isn’t yet.
