it depends. If the user use his own domain admin and the domain is working than can be an user account, otherwise if the domain is not working than it has to access the machine running the domain with a local account, in this case too depends if he has a local user account or he uses a shared local account.
possible answers are shared and user account. but I personally prefer the shared for this question, for security reason generally it is a bad habit to assign personal local accounts because it’s difficult to do accounting.
