No Harish, you cannot. RIs are Regional only.

There is nothing preventing you from taking a snapshot of a reserved instance, then sharing that snapshot as an image to another region. I think that the spirit of what they are asking, though, is if you can move the reservation between regions. The answer is no, you cannot.
