    abbreviate the question: a forest has a domain with two child domains. you install ADRMS in one child domain. everyone forest wide currently access ADRMS in that child domain. you need to make an exception for the other child domain, they will access their own cluster. You do this via GPO.

    The west.contoso.com are the ones in trouble that need to be redirected to the west.contoso.com not the east.contoso.com. Note: It is recommended that you use GPO to deploy AD RMS client settings and that you only deploy settings as needed. Reference: AD RMS Best Practices Guide
