    I’m not 100% sure on this, however I believe the answer should be:
    1. On Cluster2 Install the File Server role service.
    2. On Cluster2, install the File Server for General use option.
    3. On Cluster1, add a SCSI hard disk drive to VM1 and VM2.

    Reason being, is that Witness disks should not be dynamic disks. They should be fixed disks.
    A scale out file system would be ideal for the CSV volumes that host the VMs & VM virtual drives, but I do not believe it would be ideal for a Witness disk.
