    I think its B.

Create a second network adapter, and then run the Set-VMNetworkAdapter cmdlet with MinimumBandwidthAbsolute or MinimumBandwidthWeight to define the bandwidth. The cmd lets you define the absolute or relative bandwitdh of the VMNetworkAdapter relative to the other VirtualNetworkAdapters connected to same switch.

Simply deleting or adding the VNs will not serve the purpose.

I think the standard network adapter in the question should be Legacy network adapter.
Then option A would be the right answer (remove legacy adapter and add a new network adapter).

Cause you can’t do bandwidth management on a legacy adapter.

The given answers right now wouldn’t make any senses. Because you can do bandwidth management on a standard network adapter.
