    Tricky question. One time password is the same as App Password. Also, step1: Enable MFA implies the use of mobile phone to complete the enabling process, however. Since Outlook client needs app password, you need two steps. create app password, then use the app password.
    so, the original answer is right, considering steps 1 implies mobile activation.

    The original answer is right.
    You cannot “complete the process 2ce”.

    2. You have an option to either complete on the phone text/called or be called in the office or generate an app.
    3. You now have the app password created or generated to complete the process.
    So using a mobile phone is a 1-2 step process.
    The question is asking for 3. So you create an app and then use it to complete the process.
