To fixy above, Adfsetup is valid for 2008-2012 NON-R2
2012 R2 includes ADFS 3.0 built in.

Isn’t supposed to be :
Install active directory federation service server role.
Use adfs to add first
Use adfs to add second.

There are no information about number of server on this scenario and in consideration we have windows 2012r2, for elimination I agree with George.

adfssetup.exe is used to setup the role in Windows 2008 not 2012 (as in this example). https://technet.microsoft.com/en-us/library/dn151310.aspx
