Add-BitlockerProtector isn’t event a proper cmdlet. The right one would be Add-BitlockerKeyProtector.
Anyway I agree the correct sequence is
– Enable Bitlocker
– Add-BitlockerProtector
– Add the volume (added last to avoid maintenance mode).
