You are creating virtual machines (VMs) that are hosted on Azure.
You must be able to change the Remote Desktop access settings for the VMs. You must also be able to change the password for the built-in administrator account on all VMs. You identify the VMAccess VM extensions that have the required capabilities.
You need to enable the VMAccess VM extensions.

I’m going to have to say C.
It is included automatically when you build a new VM unless you disabled it, the question says you are building VM’s not that you have existing VM’s. I believe you would only enable it via powershell if you installed it manually via MSI on an existing VM.
