I’d also go with A.. As it is mentioned none of the VMs use Dynamic Memory, so Host2 and 3 are not capable to hold another server with 24 GB of RAM. Even the cores are also exhausted.

I agree with your comment , while the other hosts cannot manage the VMs specified additional Cores/memory can be purchased , the fact that the option is there to reduce costs the fact that the option is there means costs can be incurred , based on the fact that we should not have a file witness on the same host as the actual exchange servers my answer is E

You can’t always buy more cores/memory. Given all the hosts have the same specs, it’s more than likely that they were all bought at the same time and they’re fully kitted – so you can’t add anything else to them. Your only options would be to
1. Put an exchange on Host1 and buy another host
2. Put an exchange on Host1 and shift other VMs around to make enough space elsewhere (which isn’t a supplied option)
I’d go with A – there’s no other feasible option.

The answer is C. There is only enough ram on Host 1. Adding a host will not “must minimize costs”
They are NOT using dynamic memory, but the “can” be using dynamic CPU. Hyper v never ties up each cpu core to any machine

I’m with Mat and Tahlin on this one A seems to be the only option.
With no Dynamic memory, Host 1 is the only host with enough ram to add a 24GB exchange server to it, and it doesn’t have enough spare RAM for 2 Exchange servers.
Without moving other VM’s you cant fit another Exchange server anywhere with the specs required, and they don’t give it as an option.
