Not 100% sure on this one but I think the answer should be 2.
1 server for the R&D Managers to backup their files. Giving them the “Backup files and directories” permissions will allow them to see other departments files so you need to put them to the side. https://technet.microsoft.com/en-us/library/dn221961%28v=ws.10%29.aspx
1 server for all the other auditing, permission, management of all the other departments specifically to each department. All those permissions can be assigned to a directory tree for each department on a single server and secured.

All audit logs are stored together so you will need different servers if they require being able to view audit logs

Human Resources and Finance: As all files are audited (and they are not to see other departments) would require own server each.
R&D: Really only require share\file access. No special permissions required so can share a server.
Sales: Either added to Power Users or there is a registry value that can be edited to allow this. So can share a server

Finance managers & human resources (2 fileserver) need separate for sake of security (If we assign permission for both of them to view audit logs, then they will be able to see ALL audit logs on the server – including that of the other department).
The R&D Managers will need their own file server too because backup operators can view and backup all files on the server.
Sales managers can use either one of he auditing departments fileservers… Finance managers & human resources each have their own file server for auditing, we can simply throw the Sales managers onto one of those servers and delegate permissions for them (they obviously wont be able to view audit logs of the other department on the server).
