It is designed to prevent unauthorised access. Security policy, continuity of operations are procedural measures (written policies that rely on being followed by people ie don’t do anything by themselves). Audit trail is detective measure – it just records what has happened.
Only Smart Cards are there to actually prevent random people from accessing the system.
