The Security Gateway will run the default policy until a policy is installed. It is recommended to install policy as soon as the SIC has been reset on your Management Server.

If SIC communication is lost and gateway reboots and comes up and still it cant connect to management server, it will use last installed/fetched policy.
But if a SIC is RESET, then it will use initial/default policy.
so like Ben said, it always better to re-install policy after SIC reset, even though SIC establishment doesn’t require a policy installation.
